d’Vinci’s ecoLearn Powers New Pennsylvania Drug and Alcohol Training Training Management System


To create an improved experience for their learners and meet operational goals, the Pennsylvania Department of Drug and Alcohol Programs (DDAP) Training Section partnered with d’Vinci through its parent company, JPL, to create a unique installation of ecoLearn® for its drug and alcohol training management system. Woman-owned business Momentum and veteran-owned business SQN Systems partnered with d’Vinci on the project.

The customized solution, DDAP Training Management System (TMS), serves more than 14,000 students, faculty, county authorities, facility administrators, and DDAP fiscal, training, and administrative staff.

DDAP administers a robust training program for professionals in the field of gambling and substance use disorders with a catalog including more than 100 courses of training that aids their staff in serving others. d'Vinci’s ecoLearn® enables DDAP’s Training Section to manage in-person and virtual learning experiences conducted by contracted trainers, with classroom training occurring at locations throughout the Commonwealth of Pennsylvania.

Since launching in early January 2024, learners have completed more than 28,000 trainings (both instructor-led events and online learning). Hundreds of learners visit TMS every day to register for training, complete online learning, and access training records.  

“The Department of Drug and Alcohol Programs is extremely grateful for the time and attention given to this project,” said Dianne Schrode, DDAP’s Division Director of Program Support & Quality Improvement. “The knowledge, diligence, and attentiveness by the JPL, d’Vinci and Momentum staff played a large role in making this new training management system a success, translating into a user-friendly system for our learners, trainers, and staff.”

The solution is mobile-friendly and complies with the Commonwealth’s Keystone single sign-on while presenting a look and feel consistent with DDAP’s branding. d’Vinci provides ongoing hosting maintenance and support for the site.
